No big surprise here
It looks like abstinence-only sex education for teens, upon which the federal government is spending 130 million a year, make no difference whatsoever
Parents tell kids not to see R-rated films, or hang out late around malls, or drink alcohol. What effect has that had? Why anybody thought just telling teenagers not to do something would work (even as their hormones are screaming otherwise) is anybody's guess.
Not that this report is likely alter federal policy, because scientific fact seems to be worked around on a regular basis by the current administration. Start with what you believe to be true first, then proceed to smash all those square pegs into those round holes.
